Shri Harchandan Singh, Secretary General,
32, Phase-6,
Mohali-160055.
Sub:- Appeal for revision of fixed medical allowance for the Central Govt. Pensioners.
Please refer to your letter dated 23/6/13 on the above mentioned subject. Comments item concerning this Desk is as under:
2. The Govt. had on the recommendation of the 5th Central Pay Commission sanctioned Fixed Medical Allowance (FMA) @ Rs.100 p.m. as in the year 1997. After 6th Central Pay Commission this amount was raised to Rs.300 p.m. w.e,f. 1/9/2008. The demand for further enhancement of FMA was raised during the meeting with representatives of staff side (JCM) on pensionary matters held on 18/5/11. The demand has been examined in great detail. In view of the fact that the FMA was increased three-fold from Rs.100 to Rs.300 p.m. in May, 2010 (effective from 1st September 2008) at a substantial cost to the exchequer, any further upgraded increase in FMA at this stage may not be appropriate given the constraint on the fiscal side. Govt. is in the interim, also contemplating introduction of Central Govt. Employees and Pensioners Health Insurance Scheme to meet the health care requirement of Central Govt. employees and pensioners. Therefore, the demand for any enhancement of FMA cannot be accepted at this juncture.
Yours faithfully,
(Deepa Anand)
Under Secretary to the Govt. of India

LSG PROMOTIONS ON THE MOVE AGAIN BASED ON DATE OF CONFIRMATION IN TAMIL NADU CIRCLE
'Seniority List of Postal Assistants in Tamilnadu Circle
as on 01.01.2011
who were confirmed prior to 04.11.1992'

Computer keeps Restarting without warning
Your clients or even your own computer may keep restarting for no reason without warning. First of all, when a computer keeps rebooting it can be caused by a wide range of problems, from in compatable software such as Firewalls and Antivirus software, damaged or overheating parts inside your computer or even in compatable peripherals such as printers and scanners. Here are some computer repair tips to help you diagnose the problem. When a reboot occurs from within Windows XP, your computer will totally restart without telling you what caused it.
This is the default behavior when Windows XP encounters a system failure.
This is the default behavior when Windows XP encounters a system failure.
To see what the error was you can change the default behavior by right clicking on “My Computer” and choosing “Properties”. Goto the “Advanced” Tab and under “Startup and Recovery” press the “Settings” button.
Under the “System Failure” box there will be a check box saying “Automatically Restart”. Untick this box and click Ok.
You can also check to see why your computer had a failure by checking the Events log for error messages. You can see the Event Viewer by going to Run and type “eventvwr”.
Another cause for random reboots is that the computers processor is getting too hot. To check this, enter the computers bios during boot (usually by pressing Delete, F1 or F10 when the computer just starts) and there will be an option about the computers temperature (often under “PC Health”).This should show you the current temperature of the computer and the emergency shutdown temperature. The emergency shutdown temperature is a safeguard for when your computer gets too hot it will shut itself down to prevent damage. You can either raise the shutdown temperature or switch it off completely, however be warned that you may damage your computer (or the clients) if the computer gets too hot. If the temperature was causing the reboots then you should consider getting better cooling for the computer such as more powerful CPU fans and more case fans.

How to configure Internet Connection Sharing in Windows XP
How to use Internet Connection Sharing
To use Internet Connection Sharing to share your Internet connection, the host computer must have one network adapter that is configured to connect to the internal network, and one network adapter or modem that is configured to connect to the Internet.
On the host computer
On the host computer, follow these steps to share the Internet connection:- Log on to the host computer as Administrator or as Owner.
- Click Start, and then click Control Panel.
- Click Network and Internet Connections.
- Click Network Connections.
- Right-click the connection that you use to connect to the Internet. For example, if you connect to the Internet by using a modem, right-click the connection that you want under Dial-up.
- Click Properties.
- Click the Advanced tab.
- Under Internet Connection Sharing, select the Allow other network users to connect through this computer's Internet connection check box.
- If you are sharing a dial-up Internet connection, select the Establish a dial-up connection whenever a computer on my network attempts to access the Internet check box if you want to permit your computer to automatically connect to the Internet.
- Click OK. You receive the following message:When Internet Connection Sharing is enabled, your LAN adapter will be set to use IP
address 192.168.0.1. Your computer may lose connectivity with other computers on
your network. If these other computers have static IP addresses, it is a good idea to set them
to obtain their IP addresses automatically. Are you sure you want to enable Internet
Connection Sharing? - Click Yes.
On the client computer
To connect to the Internet by using the shared connection, you must confirm the LAN adapter IP configuration, and then configure the client computer. To confirm the LAN adapter IP configuration, follow these steps:- Log on to the client computer as Administrator or as Owner.
- Click Start, and then click Control Panel.
- Click Network and Internet Connections.
- Click Network Connections.
- Right-click Local Area Connection, and then click Properties.
- Click the General tab, click Internet Protocol (TCP/IP) in the This connection uses the following items list, and then click Properties.
- In the Internet Protocol (TCP/IP) Properties dialog box, click Obtain an IP address automatically (if it is not already selected), and then click OK.
Note You can also assign a unique static IP address in the range of 192.168.0.2 to 192.168.0.254. For example, you can assign the following static IP address, subnet mask, and default gateway:IP Address 192.168.0.2 Subnet mask 255.255.255.0 Default gateway 192.168.0.1
- In the Local Area Connection Properties dialog box, click OK.
- Quit Control Panel.
To configure the client computer to use the shared Internet connection, follow these steps:
- Click Start, and then click Control Panel.
- Click Network and Internet Connections.
- Click Internet Options.
- In the Internet Properties dialog box, click the Connections tab.
- Click the Setup button.
The New Connection Wizard starts. - On the Welcome to the New Connection Wizard page, click Next.
- Click Connect to the Internet, and then click Next.
- Click Set up my connection manually, and then click Next.
- Click Connect using a broadband connection that is always on, and then click Next.
- On the Completing the New Connection Wizard page, click Finish.
- Quit Control Panel.
Troubleshooting
When you turn on Internet Connection Sharing on the host computer, the host computer's LAN adapter is automatically assigned the IP address of 192.168.0.1. Therefore, one of the following situations may occur:- IP address conflict
Each computer on the LAN must have a unique IP address. If more than one computer has the same IP address, an IP conflict occurs, and one of the network adapters turns off until the conflict is resolved. To resolve this conflict, configure the client computer to automatically obtain an IP address, or assign it a unique IP address. - Loss of network connectivity
If your network is configured with a different IP address range than Internet Connection Sharing uses, you will lose network connectivity with the host computer. To resolve this issue, configure the client computers to automatically obtain an IP address, or assign each client computer a unique IP address in the range of 192.168.0.2 to 192.168.0.254.
